approvals were 6.4% lower at 163,279 dwellings, and commencements were 8.2% lower at 158,690 dwellings.<\/p>\n<p>These are the lowest totals seen since 2011-12, which were 149,889 and 145,350 dwellings respectively.<\/p>\n<p>Here\u2019s how that mismatch looks visually:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-189141 img-responsive\" src=\"https:\/\/cdn.propertyupdate.com.au\/wp-content\/uploads\/2025\/05\/Home-construction-and-underlying-demand.jpg\" alt=\"Home Construction And Underlying Demand\" width=\"602\" height=\"397\" srcset=\"https:\/\/cdn.propertyupdate.com.au\/wp-content\/uploads\/2025\/05\/Home-construction-and-underlying-demand.jpg 602w, https:\/\/cdn.propertyupdate.com.au\/wp-content\/uploads\/2025\/05\/Home-construction-and-underlying-demand-300x198.jpg 300w, https:\/\/cdn.propertyupdate.com.au\/wp-content\/uploads\/2025\/05\/Home-construction-and-underlying-demand-600x396.jpg 600w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\" \/><\/p>\n<h2><span class=\"toc_link\" id=\"two-policies-two-different-planets\">Two policies, two different planets<\/span><\/h2>\n<p>The heart of the issue is structural.<\/p>\n<p><strong>The federal government controls migration policy<\/strong>, while <strong>state and local governments oversee housing supply<\/strong> through planning laws, land release, and infrastructure development.<\/p>\n<p>So, while Canberra opens the floodgates to boost GDP, fill job shortages, and drive long-term population growth, which I believe are all valid goals, they\u2019re not the ones responsible for ensuring there are enough homes or schools or roads.<\/p>\n<p>That responsibility falls to the states, which are often under-resourced, politically constrained, or flat-out behind on planning and delivery.<\/p>\n<p>The problem is that these systems rarely talk to each other.<\/p>\n<p>Migration targets are set without any coordinated plan for the homes, roads, schools, and services that new residents will need.<\/p>\n<p>Worse still, housing policy is often reactive \u2014 councils block development to appease voters, planning systems are outdated, and infrastructure funding lags behind growth corridors.<\/p>\n<p>It\u2019s like having one hand planting seeds for a bumper crop and the other hand forgetting to water them.<\/p>\n<p>Eventually, something breaks, and we\u2019re all paying the price.<\/p>\n<p>But renters are feeling it first, with vacancy rates in most capitals near record lows (under 1% in many areas), and rents have been rising at double-digit annual rates.<\/p>\n<p>And of course, first homebuyers are being priced out \u2014 again.<\/p>\n<h2><span class=\"toc_link\" id=\"scapegoating-instead-of-solutions\">Scapegoating instead of solutions<\/span><\/h2>\n<p>When housing affordability deteriorates, it\u2019s tempting to blame the newcomers.<\/p>\n<p>We\u2019re already seeing this in the media \u2014 headlines suggesting migration is the root cause of the crisis.<\/p>\n<p>But that narrative is both misleading and dangerous.<\/p>\n<p><strong>Migrants aren\u2019t causing the housing shortage. Policy failures are.<\/strong><\/p>\n<p>In fact, migrants are more likely to live in shared housing or rent in high-density areas.<\/p>\n<p>They\u2019re also net contributors to the economy.<\/p>\n<p>The real problem is that <strong>we\u2019re growing the population without growing the infrastructure and housing to match.<\/strong><\/p>\n<p>Governments have failed to anticipate demand, streamline development approvals, invest in infrastructure, or incentivise the right types of housing in the right places.<\/p>\n<p>Instead, we get knee-jerk policies \u2013 talk about rent freezes, investor scapegoating, and populist zoning restrictions that only make things worse.<\/p>\n<p>But the shortfall in housing supply isn\u2019t just a failure of policy alignment \u2014 there are also significant economic and financial headwinds making it extremely difficult to get new homes off the ground.<\/p>\n<h2><span class=\"toc_link\" id=\"but-its-more-than-that\">But it\u2019s more than that<\/span><\/h2>\n<p>In recent years, the cost of construction has surged dramatically.<\/p>\n<p>Building materials have seen double-digit price hikes due to global supply chain disruptions, labour shortages, and local regulatory bottlenecks.<\/p>\n<p>Builders are paying more for tradies, insurances, and compliance, while delays from planning approvals and red tape only make projects riskier and more expensive.<\/p>\n<p>And construction timeframes to build a new house have extended from 6.5 months pre-pandemic to over 10 months today, and of course, it can take years to build an apartment building.<\/p>\n<p>At the same time, rising interest rates have blown out development finance costs, making it harder for developers to secure funding, especially for medium- and high-density projects where pre-sales are sluggish due to affordability constraints.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-post-fullsize wp-image-189142 walking away from proposed developments because the numbers don\u2019t stack up \u2014 even if there\u2019s strong demand, they can\u2019t build at a loss.<\/p>\n<p>As a result, we\u2019re seeing a wave of project delays, cancellations, and builder insolvencies.<\/p>\n<p>The pipeline of future housing stock is shrinking just when we need it to expand.<\/p>\n<p>And ironically, this means even though we have a housing shortage, the market isn't responding in the way basic supply-demand economics would suggest \u2014 because the fundamentals of feasibility have broken down.<\/p>\n<h2><span class=\"toc_link\" id=\"what-needs-to-happen\">What needs to happen<\/span><\/h2>\n<p>If we treated housing and migration as two halves of the same puzzle, here\u2019s what would change:<\/p>\n<ol>\n<li><strong> National housing targets linked to migration levels<\/strong><\/li>\n<\/ol>\n<p>If we\u2019re going to bring in around 400,000 people a year, we need a plan to build around 160,000+ homes a year <em>at a minimum<\/em>.<\/p>\n<p>Not just vague goals, but enforceable housing targets for each state and region, tied directly to migration intake numbers.<\/p>\n<ol start=\"2\">\n<li><strong> Infrastructure planning that keeps pace<\/strong><\/li>\n<\/ol>\n<p>Housing policy isn\u2019t just about roofs over heads \u2014 it\u2019s about schools, roads, transport, and hospitals.<\/p>\n<p>Migration policy should trigger <strong>infrastructure funding<\/strong> to ensure new communities are supported, not stressed.<\/p>\n<ol start=\"3\">\n<li><strong> Fast-track planning and approvals<\/strong><\/li>\n<\/ol>\n<p>State governments must streamline approval processes, especially for higher-density housing in inner- and middle-ring suburbs where demand is highest.<\/p>\n<p>If the people are coming, the homes need to be ready, and fast.<\/p>\n<ol start=\"4\">\n<li><strong> Encouraging the right kind of housing<\/strong><\/li>\n<\/ol>\n<p>We don\u2019t just need more homes \u2014 we need the <em>right<\/em> homes.<\/p>\n<p>That means family-friendly apartments, townhouses near jobs and transport, and more rental stock.<\/p>\n<p>Migration data should inform what gets built and where.<\/p>\n<ol start=\"5\">\n<li><strong> A Federal-State Housing Accord that actually bites<\/strong><\/li>\n<\/ol>\n<p>We already have a National Housing Accord \u2014 but it\u2019s toothless.<\/p>\n<p>What we need is an agreement that holds each level of government accountable, backed by incentives and penalties.<\/p>\n<p>This isn\u2019t a nice-to-have; it\u2019s critical to national prosperity.<\/p>\n<h2><span class=\"toc_link\" id=\"the-consequences-of-doing-nothing\">The consequences of doing nothing<\/span><\/h2>\n<p>If we keep separating migration and housing policy, we\u2019re not just setting up more housing pain \u2014 we\u2019re risking:<\/p>\n<ul>\n<li>A permanent underclass of renters who\u2019ll never be able to afford to buy.<\/li>\n<li>More social unrest as affordability erodes.<\/li>\n<li>Stagnation in productivity as workers can\u2019t live near jobs.<\/li>\n<li>A continued concentration of growth in a few pressured cities, worsening infrastructure bottlenecks.<\/li>\n<\/ul>\n<p>In other words, this is a national prosperity issue, not just a property market problem.<\/p>\n<h2><span class=\"toc_link\" id=\"the-bottom-line\">The bottom line<\/span><\/h2>\n<p>Australia\u2019s housing crisis isn\u2019t going to fix itself.<\/p>\n<p>It\u2019s a structural issue, made worse by <strong>misaligned policies and short-term thinking<\/strong>.<\/p>\n<p>Australia\u2019s migration program is essential.
