data-start=\"480\" data-end=\"521\">Money.com.au<\/a> paints a fascinating picture of how lending patterns are shifting across the country.<\/p>\n<p class=\"\" data-start=\"437\" data-end=\"789\">On one hand, investor lending is climbing back toward record highs.<\/p>\n<p class=\"\" data-start=\"437\" data-end=\"789\">On the other hand, loans for new residential construction have plummeted to their lowest levels in more than a decade.<\/p>\n<p class=\"\" data-start=\"791\" data-end=\"1000\">This divergence in activity tells us something important: confidence is returning, but it\u2019s selective.<\/p>\n<p class=\"\" data-start=\"791\" data-end=\"1000\">And right now, the smart money is flowing toward established properties, not risky off-the-plan projects.<\/p>\n<p class=\"\" data-start=\"1002\" data-end=\"1106\">Let\u2019s unpack the data, the drivers behind these shifts, and what it really means .<\/p>\n<h2 data-start=\"1002\" data-end=\"1106\"><span class=\"toc_link\" id=\"investor-loans-rebound\">Investor loans rebound<\/span><\/h2>\n<p class=\"\" data-start=\"1167\" data-end=\"1218\"><div class=\"notes\"><div class=\"notes-inner\"><span loans were written, just 3% shy of the all-time peak set in June 2022 when buyers were scrambling to lock in ultra-low fixed rates.<\/p>\n<p data-start=\"1220\" data-end=\"1530\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-post-fullsize wp-image-189266 img-responsive\" src=\"https:\/\/cdn.propertyupdate.com.au\/wp-content\/uploads\/2025\/05\/Avg-Loan-Size-800x393.jpg\" alt=\"Avg data-end=\"1530\">That\u2019s a 19% increase year-on-year, and it\u2019s more than triple the growth rate of owner-occupier loans, which crept up by just 6%.<\/p>\n<p class=\"\" data-start=\"1532\" data-end=\"1746\">This surge is even more remarkable considering we\u2019re in a higher interest rate environment.<\/p>\n<p class=\"\" data-start=\"1532\" data-end=\"1746\">But smart investors understand the market isn\u2019t just about interest rates \u2014 it\u2019s about timing, sentiment, and positioning.<\/p>\n<p class=\"\" data-start=\"1748\" data-end=\"1830\">Jacob Overs, General Manager of Lending at <a href=\"http:\/\/Money.com.au\" target=\"_blank\" rel=\"noopener\">Money.com.au<\/a>, summed it up perfectly:<\/p>\n<blockquote data-start=\"1831\" data-end=\"2173\">\n<p class=\"\" data-start=\"1833\" data-end=\"2173\">\u201cWe\u2019re just shy of the investor loan peak set in 2022, but this time, the uptick in activity is happening in a very different rate environment.<\/p>\n<p class=\"\" data-start=\"1833\" data-end=\"2173\">With rates falling from a much higher base and more cuts likely, many cashed-up investors see this as their window to strike before competition returns from owner occupiers and first home buyers.\u201d<\/p>\n<\/blockquote>\n<p data-start=\"1833\" data-end=\"2173\">And he\u2019s right.<\/p>\n<p data-start=\"1833\" data-end=\"2173\">We\u2019re entering the early stages of an RBA easing cycle.<\/p>\n<p data-start=\"1833\" data-end=\"2173\">Investors with equity or liquidity are using this as a buying window, stepping in ahead of the broader market recovery.<\/p>\n<h2 data-start=\"1833\" data-end=\"2173\"><span class=\"toc_link\" id=\"refinancing-hits-record-levels-but-its-happening-quietly\">Refinancing hits record levels \u2014 but it\u2019s happening quietly<\/span><\/h2>\n<p class=\"\" data-start=\"2442\" data-end=\"2633\">The report also shows refinancing activity is back on the rise.<\/p>\n<p class=\"\" data-start=\"2442\" data-end=\"2633\">In the 12 months to March, 554,820 loans were refinanced \u2014 up 1% overall.<\/p>\n<p data-start=\"2442\" data-end=\"2633\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-post-fullsize wp-image-189267 img-responsive\" src=\"https:\/\/cdn.propertyupdate.com.au\/wp-content\/uploads\/2025\/05\/Annual-refinancing-800x353.jpg\" alt=\"Annual Refinancing\" width=\"800\" height=\"353\" srcset=\"https:\/\/cdn.propertyupdate.com.au\/wp-content\/uploads\/2025\/05\/Annual-refinancing-800x353.jpg 800w, 1026w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<p class=\"\" data-start=\"2442\" data-end=\"2633\">But what\u2019s particularly interesting is the breakdown:<\/p>\n<ul data-start=\"2635\" data-end=\"2857\">\n<li class=\"\" data-start=\"2635\" data-end=\"2714\">\n<p class=\"\" data-start=\"2637\" data-end=\"2714\"><strong data-start=\"2637\" data-end=\"2661\">Internal refinancing<\/strong> (switching products with the same lender) is up 33%.<\/p>\n<\/li>\n<li class=\"\" data-start=\"2715\" data-end=\"2857\">\n<p class=\"\" data-start=\"2717\" data-end=\"2857\"><strong data-start=\"2717\" data-end=\"2741\">External refinancing<\/strong> (moving to another lender) is still down 11%, though that\u2019s a recovery from the 21% drop seen in the previous quarter.<\/p>\n<\/li>\n<\/ul>\n<p class=\"\" data-start=\"2859\" data-end=\"2961\">This tells us something: borrowers aren\u2019t necessarily shopping around, but they <em data-start=\"2939\" data-end=\"2944\">are<\/em> being proactive.<\/p>\n<p class=\"\" data-start=\"2963\" data-end=\"3259\">Investors, in particular, are leading this shift.<\/p>\n<p class=\"\" data-start=\"2963\" data-end=\"3259\">Investor refinancing hit a new high of 173,948 loans, narrowly beating the previous record of 173,942 set in September 2023.<\/p>\n<p class=\"\" data-start=\"2963\" data-end=\"3259\">These are seasoned players repositioning themselves financially in preparation for the next phase of the property cycle.<\/p>\n<p class=\"\" data-start=\"3261\" data-end=\"3349\">If you haven\u2019t reviewed your mortgage structure in the last 6\u201312 months, now\u2019s the time.<\/p>\n<h2 data-start=\"3261\" data-end=\"3349\"><span class=\"toc_link\" id=\"victoria-a-changing-of-the-guard\">Victoria: a changing of the guard<\/span><\/h2>\n<p class=\"\" data-start=\"3399\" data-end=\"3481\">One of the most intriguing subplots in the report is what\u2019s happening in Victoria.<\/p>\n<p class=\"\" data-start=\"3483\" data-end=\"3765\">Traditionally, Victoria has been an owner-occupier stronghold.<\/p>\n<p class=\"\" data-start=\"3483\" data-end=\"3765\">But that\u2019s starting to shift.<\/p>\n<p class=\"\" data-start=\"3483\" data-end=\"3765\">While national owner-occupier loan growth is sitting at 6%, Victoria has seen a sharper drop, down to 8.1% from 9.8%.<\/p>\n<p class=\"\" data-start=\"3483\" data-end=\"3765\">At the same time, investor lending in Victoria rose 12% year-on-year.<\/p>\n<p class=\"\" data-start=\"3767\" data-end=\"3796\">What\u2019s driving this reversal?<\/p>\n<p class=\"\" data-start=\"3798\" data-end=\"3876\">Many investors see that the Melbourne property market is at the stage of the property cycle where Brisbane and Perth were three or four years ago and I wanted to get ahead of the curve.<\/p>\n<p class=\"\" data-start=\"3798\" data-end=\"3876\">At the same time, incentives and affordability are playing key roles.<\/p>\n<p class=\"\" data-start=\"3798\" data-end=\"3876\">Overs explains:<\/p>\n<blockquote data-start=\"3877\" data-end=\"4237\">\n<p class=\"\" data-start=\"3879\" data-end=\"4237\">\u201cStamp duty concessions for off-the-plan properties have provided a lifeline for some investors buying new units and townhouses.<\/p>\n<p class=\"\" data-start=\"3879\" data-end=\"4237\">At the same time, others are offloading their rental properties due to higher taxes in the state. <div class=\"adplugg-tag\" data-adplugg-zone=\"scoreapp_body_\"><\/div><\/p>\n<p class=\"\" data-start=\"3879\" data-end=\"4237\">But many of those homes are being picked up by first-home buyers as investment properties, thanks to their relative affordability.\u201d<\/p>\n<\/blockquote>\n<p class=\"\" data-start=\"4239\" data-end=\"4408\">In other words, the traditional roles are flipping.<\/p>\n<p class=\"\" data-start=\"4239\" data-end=\"4408\">Owner-occupiers are stepping back, while investors (including first-home buyers looking to rentvest) are stepping in.<\/p>\n<p class=\"\" data-start=\"4410\" data-end=\"4588\">This creates opportunities, particularly in inner and middle-ring Melbourne suburbs, where prices have adjusted, yields are rising, and vendor discounting is still on the table.<\/p>\n<h2 data-start=\"4410\" data-end=\"4588\"><span class=\"toc_link\" id=\"new-build-loans-sink-to-a-12-year-low\">New build loans sink to a 12-year low<\/span><\/h2>\n<p class=\"\" data-start=\"4642\" data-end=\"4752\">Now for the red flag \u2014 and this one should concern anyone watching the long-term health of our housing market.<\/p>\n<p class=\"\" data-start=\"4754\" data-end=\"4971\"><div class=\"notes\"><div class=\"notes-inner\"><span class=\"icon\"><picture><img decoding=\"async\" loading=\"lazy\" src=\"https:\/\/propertyupdate.com.au\/wp-content\/themes\/oldpaper\/img\/note.svg\" alt=\"pencil icon\"><\/picture><\/span><p><span class=\"tips-notes\">Note: <\/span> The number of loans for newly built dwellings has collapsed, falling to just 19,153 in the year to March 2025. <\/p><\/div><\/div><\/p>\n<p class=\"\" data-start=\"4754\" data-end=\"4971\">That\u2019s the lowest level since September 2013 \u2014 and a whopping 42% decline from the peak of 32,964 in 2021.<\/p>\n<p class=\"\" data-start=\"4973\" data-end=\"5149\">And the downtrend isn\u2019t over.<\/p>\n<p class=\"\" data-start=\"4973\" data-end=\"5149\">If the current pace continues, <a href=\"http:\/\/Money.com.au\" target=\"_blank\" rel=\"noopener\">Money.com.au<\/a> predicts new build lending could fall another 17.2% by year\u2019s end, bottoming out around 16,321 loans.<\/p>\n<p class=\"\" data-start=\"5151\" data-end=\"5229\">Overs points to construction costs and delivery risks as the culprits:<\/p>\n<blockquote data-start=\"5230\" data-end=\"5457\">\n<p class=\"\" data-start=\"5232\" data-end=\"5457\">\u201cHigh construction costs and long build times are pushing buyers into existing properties instead, because they\u2019re seen as lower risk and quicker to access \u2014 both of which are major advantages in today\u2019s lending environment.\u201d<\/p>\n<\/blockquote>\n<p class=\"\" data-start=\"5459\" data-end=\"5553\">This is a classic case of short-term practicalities colliding with long-term supply shortages.<\/p>\n<p class=\"\" data-start=\"5555\" data-end=\"5781\">We\u2019re simply not building enough new homes.<\/p>\n<p class=\"\" data-start=\"5555\" data-end=\"5781\">And while investors may benefit in the short term from rising rents and capital growth (thanks to limited stock), this systemic underbuilding is a long-term policy and economic risk.<\/p>\n<h2 data-start=\"5555\" data-end=\"5781\"><span class=\"toc_link\" id=\"could-the-rbas-rate-cuts-unlock-a-decade-of-growth\">Could the RBA\u2019s rate cuts unlock a decade of growth?<\/span><\/h2>\n<p class=\"\" data-start=\"5849\" data-end=\"5895\">Here\u2019s where things get even more interesting. <div class=\"adplugg-tag\" data-adplugg-zone=\"guide_whats_ahead_for_property_in_2025_body_\"><\/div><\/p>\n<p class=\"\" data-start=\"5897\" data-end=\"6059\">We\u2019ve now seen two rate cuts from the RBA \u2014 one in February 2025 and another in May.<\/p>\n<p class=\"\" data-start=\"5897\" data-end=\"6059\">That\u2019s the first easing since 2019, and investors are clearly taking notice.<\/p>\n<p class=\"\" data-start=\"6061\" data-end=\"6112\">History gives us a clue as to what might come next.<\/p>\n<p class=\"\" data-start=\"6114\" data-end=\"6300\">During the last rate-cutting cycle \u2014 from 2011 to 2021 \u2014 owner-occupier loan volumes grew 60%.<\/p>\n<p class=\"\" data-start=\"6114\" data-end=\"6300\">That\u2019s not a typo.<\/p>\n<p class=\"\" data-start=\"6114\" data-end=\"6300\">Annual new loans rose from 277,717 in 2011 to a peak of 443,150 by 2021.<\/p>\n<p class=\"\" data-start=\"6302\" data-end=\"6518\">Could it happen again?<\/p>\n<p class=\"\" data-start=\"6302\" data-end=\"6518\">Possibly.<\/p>\n<p class=\"\" data-start=\"6302\" data-end=\"6518\">While this rate-cutting cycle may not be as long, the conditions are ripe for a surge in lending activity, especially if inflation continues to fall and consumer confidence recovers.<\/p>\n<p class=\"\" data-start=\"6520\" data-end=\"6644\">Those who position themselves early, with the right finance, buffers, and asset selection, stand to benefit significantly.<\/p>\n<h2 data-start=\"6520\" data-end=\"6644\"><span class=\"toc_link\" id=\"final-thoughts\">Final thoughts<\/span><\/h2>\n<p class=\"\" data-start=\"6674\" data-end=\"6722\">We\u2019re at a pivotal moment in the property cycle.<\/p>\n<ul data-start=\"6724\" data-end=\"7120\">\n<li class=\"\" data-start=\"6724\" data-end=\"6793\">\n<p class=\"\" data-start=\"6726\" data-end=\"6793\">Investor confidence is rising, with activity nearing record levels.<\/p>\n<\/li>\n<li class=\"\" data-start=\"6794\" data-end=\"6887\">\n<p class=\"\" data-start=\"6796\" data-end=\"6887\">Refinancing is surging, especially among switched-on investors optimising their portfolios.<\/p>\n<\/li>\n<li class=\"\" data-start=\"6888\" data-end=\"6986\">\n<p class=\"\" data-start=\"6890\" data-end=\"6986\">Victoria is seeing a reshuffle as policies and affordability push new investors into the market.<\/p>\n<\/li>\n<li class=\"\" data-start=\"6987\" data-end=\"7120\">\n<p class=\"\" data-start=\"6989\" data-end=\"7120\">Meanwhile, the decline in new builds is setting us up for even tighter supply \u2014 and potentially higher prices \u2014 in the years ahead.<\/p>\n<\/li>\n<\/ul>\n<p class=\"\"
